The Federal Road Safety Corps (FRSC) is a government agency responsible for road safety administration in Nigeria. Founded in 1988, the FRSC operates in all Nigerian states, including the Federal Capital Territory, and is Nigeria’s leading agency for road safety management. Its functions include ensuring the safety of motorists and other road users, checking the roadworthiness of vehicles, recommending infrastructure improvements to reduce highway accidents, and educating the public on the importance of road safety and discipline. The highest rank in the Corps ranking system is the Corps Marshal.
Before the Federal Road Safety Commission was established in 1988, there was a lack of concrete and sustained policies to address the high number of accidents on Nigerian roads. Though some federation states and individuals made isolated efforts to tackle the issue, the most notable attempt was by Shell Petroleum Development Company of Nigeria (SPDC) between 1960 and 1965, when they established a robust road safety program. Likewise, the Nigerian Army promoted road safety awareness in the early 1970s by training its officers and men. In 1972, the Nigerian Army launched the first public Road Safety Campaign, which included an annual Road Safety Week.
The National Road Safety Commission (NRSC) was created in 1974 as the first deliberate policy on road safety by the then-military government. However, the impact of the commission was not sustained. In 1977, the Military Administration in Oyo State, Nigeria, established the Oyo State Road Safety Corps, significantly improving local road safety and discipline. Unfortunately, it was disbanded in 1983 by the federal government. With the continued dangerous trend of road traffic accidents in Nigeria, which placed it as one of the most road traffic accident-prone countries worldwide (and the most in Africa) in 2013, the Nigerian government saw the need to establish the present Federal Road Safety Corps in 1988 to address the carnage on the highways.
The FRSC Act cap 141 Laws of the Federation of Nigeria (LFN) was enacted by the Federal Government in February 1988 through Decree No. 45 of 1988 and subsequently amended by Decree 35 of 1992. The National Assembly later passed this act as the Federal Road Safety Corps (establishment) Act 2007.
